Concept of Operations
NAVSUP's ACOM for NECE Support will coordinate across all NAVSUP commands to ensure Enterprise logistics capabilities fully support Expeditionary Force logistics requirements. Initial ACOM focus will include Information Technology (IT) logistics systems support, reviewing and establishing “Expeditionary Force-specific” NAVSUP policy and guidance, reviewing NECE contracting and contingency contracting requirements, and ensuring wholesale material support products are matched to NECE logistics gaps.
NAVSUP Logistics Operations Center (NAVSUP LOG OPS CEN) will play a key role in support to the ACOM in providing enhanced logistics support to NECE, particularly in the areas of logistics plans development and munitions support. The ACOM is a member of the NECE Board of Directors and will provide ongoing support and performance status through that forum. The ACOM will also maintain oversight of NAVSUP/NECE performance based agreements, and will ensure participation in barrier removal efforts as appropriate.
Principal Objective
Focus and coordinate NAVSUP resources on Navy Expeditionary Combat Enterprise logistics requirements to enhance NECE warfighting capabilities and overall logistics support effectiveness where possible.
Short-term Objectives
- Expeditionary IT logistics systems support
- Review current supply system Expeditionary policy and guidance to ensure NECE requirements are addressed. Revise/establish supply system policy/guidance to better support Expeditionary logistics requirements as needed.
- Ensure NAVSUP contracting capability supports NECE requirements, especially in the area of contingency contracting
- Identify opportunities to increase wholesale system/material support to NECE. Examples would include development of pack-up kits, outfitting support, and forward positioning of material
- Develop appropriate performance based agreement (PBA) with the goal of enhancing NECE's combat capability through logistics by focusing NAVSUP resources on Navy Expeditionary Combat Enterprise logistics policy and readiness requirements.

Key Performance Metrics
- Initial metrics will report contributions and progress of short term objectives to be outlined and quantified in the PBAs.
Process Improvements
- Goal is to provide current supply system capability where appropriate to satisfy NECE sustainment and backroom logistics requirements and to assist NECE efforts to improve their internal logistics processes.
