ASSISTANT COMMANDER for Surface Warfare Enterprise (SWE) Support

Concept of Operations
The Surface Warfare Enterprise (SWE) will develop Sailors and warships to produce an adaptable, dominant, lethal, Surface Force ready to meet warfighting requirements across all mission areas now and in the future.
Principal Objective
The Surface Warfare Enterprise will produce warfighting readiness to Fleet Forces Command in support of the combatant commanders by providing Sailors trained and ready to fight, valued for their warrior ethos; warships ready at the right time, place, and cost … every time; teamwork among our Enterprise partners to continually improve and produce innovative enterprise solutions; and a challenging and rewarding environment that embraces diversity and personal growth as essential components in the way we do business.
Short-term Objectives
- Produce prescribed levels of warfighting readiness based upon Fleet Forces Command-defined demand signals.
- Deliver and retain a diverse mix of officers, enlisted, civilians and contractors with the right competencies/proficiencies, in the right place, at the right time, for the right value – balancing cost and readiness while adhering to our SWE values.
- Establish a "strategic financial management process" that enables SWE to more effectively allocate its financial resources to support current and future readiness.
- Implement standardized cost management processes and financial metrics to drive increased productivity (readiness/cost.)
- Lower total ownership costs across the Surface Warfare Enterprise.
- Improve Enterprise maturity and execute with strategic financial management, increasing transparency and trust between Enterprise partners

Process Improvements
- Develop performance based agreements (PBAs); focus on Enterprisewide, end-to-end material, maintenance and modernization processes including achieving efficient and repeatable processes that enable continuous improvement, enhancing efficiencies in all sustainment and modernization processes and absorbing the SHIPMAIN [Ship Maintenance] program
- Integrate manpower initiatives with the Surface Force Total Force Strategy including identifying potential efficient gains in individual training and supplying Sailors ready to assume watch aboard ship; and, move surface warfare stakeholders from a “consumption” mindset to an “output” mindset including improving productivity to re-capitalize assets and help build tomorrow’s fleet
- Pilot efforts also underway to improve parts standardization, reduce the cost of afloat storeroom allowances, and better align organizational structures to support newly established Class Squadrons (CLASSRONs)
