Command Information Office (CIO)
Provides authoritative top-level managerial and technical advice and assistance to the Commander, Naval Supply Systems Command (NAVSUP), deputy commanders, commanding officers and other senior managers to ensure information technology is acquired and information resources are managed in a manner that implements the policies and procedures of legislation, including the Paperwork Reduction Act and the Clinger-Cohen Act; and priorities established by the Commander. Develops, coordinates and articulates a shared strategic vision and perspective among claimancy information activities and champions claimancy initiatives to effectively manage information to provide for information systems that add value to the business of NAVSUP.
In support of NAVSUP's goal to be the preeminent military logistics enterprise by leveraging technology, best business practices and world-class communications, the CIO champions and enforces claimancy-wide Information Management (IM) and Information Technology (IT) goals and objectives in the areas of planning, policy, standards, budgeting, acquisition, architecture, portfolio management and prioritization of new initiatives.
Ensures establishment and maintenance of a standard, secure NAVSUP technical architecture encompassing hardware, software, communications and information assurance requirements to protect claimancy classified and unclassified information and IT assets.
Promotes effective claimancy operations by encouraging performance-based management and, where appropriate, facilitates the restructure of mission related processes before making significant IT investments to improve performance and cost-effectiveness of claimancy IM activities.
Functions
- Formulates and articulates a strategic vision of claimancy IM/IT activities aligned with NAVSUP's strategic plan and mission. The plan will include goals in the areas of architecture, data, information security, hosting, training and education and portfolio management.
- Monitors activity capabilities, in the context of their strategic and tactical plans, to meet information and IT requirements and their mission objectives and goals.
- Ensures conformance with standards and guidelines required to maximize information sharing and information system integration.
- Monitors compliance with information assurance policy and procedures to ensure information protection measures are applied to information and IT assets.
- Initiates planning for Acquisition Category IA and III IM/IT programs/investments and application of performance measures for those investments.
- Advocates the creation, collection and use of information as a claimancy resource.
- Supports deputy commanders and field activities in the use of IT in business re-engineering efforts.
- Champions the development and maintenance of the claimancy IM/IT infrastructure and systems, which include frameworks for data, business and information management, development and information assurance. Promotes standard architecture practices providing a framework for claimancy systems modernization, and establishes an information architecture vision aligned with NAVSUP's strategic goals.
- Sponsors, approves and issues IM policies which promote best business practices while complying with applicable laws, regulations and policies; e.g., compliance with Task Force Web standards and milestones. Confirms headquarters and field implementation.
- Establishes mechanisms for: (1) managing information investments; (2) assessing performance and results; and (3) sharing lessons learned throughout the claimancy for IM/IT.
- Serves as the key advocate for IT capital planning and investment. Authorizes IM/IT budget for the claimancy, controls and monitors all IM/IT funding, and authorizes all funding requests for organic development and/or software acquisition.
- Provides claimancy leadership to ensure secure, efficient and effective quality life-cycle management of information needed to support the diverse missions of the claimancy.
- Ensures efforts to promote interoperability, lowest total operating cost, configuration management, risk identification and management, and use of meaningful performance metrics are incorporated and made an integral part of each assigned and approved IM/IT initiative.
- Charters committees and task forces to support NAVSUP's IM/IT priorities.
- Responsible for integrating NAVSUP into the Navy/Marine Corps Intranet (NMCI) environment and oversight of NMCI implementation to include approval of all deviation waivers and legacy system rationalization.
- Represents NAVSUP and the Navy with IM/IT issues. Serves on various high-level boards, panels and committees with other CIOs.
- Serves as the Designated Approving Authority (DAA) for all information systems and sites developed and maintained by NAVSUP Headquarters and all field activities.
- Provides oversight assistance and guidance to IT project managers to ensure conformance to Department of Defense (DOD), Navy and NAVSUP requirements for Information Technology Acquisition Management (ITAM). Provides oversight and reporting guidance for IM/IT projects undertaken by NAVSUP.
- Provides strategic leadership on IM/IT issues while fostering collaboration in an innovative climate.
- Identifies and pursues innovative and cost-effective initiatives to improve IM/IT service across the claimancy. Supports the development and implementation of cross-DOD IM/IT initiatives.
Operations Relationships
The NAVSUP CIO is an executive level advisor to the Commander, NAVSUP and is responsible for IM/IT portfolio management. In this structure, the CIO is expected to maintain oversight in all aspects of IM and IT throughout the claimancy to include field activities. Specific relationships include:
Commander, Naval Supply Systems Command: The CIO reports directly to and receives authority from the Commander, Naval Supply Systems Command providing authoritative top-level managerial and technical advice and assistance while ensuring IT is acquired and information resources are managed under priorities established by the Commander.
NAVSUP Deputy Commanders: The relationship is one of review and authorization of all new system development, application development, acquisition and/or deployment initiatives. Such initiatives must conform to the Service Oriented Technical Architecture (SOTA) and be approved by the Architecture Review Board (ARB) prior to forwarding to CIO for final authorization to proceed
The NAVSUP Deputy Commanders are responsible for the policies, resources and business processes, and associated information systems that support those business processes.
There is a unique relationship between the CIO and the Deputy Commander for Information Technology who serves as Deputy CIO. Although the deputy commander reports to the NAVSUP Commander as a line manager, as CIO staff, he/she also reports to CIO for development of budgets, plans, policies and practices which enable formulation, articulation and implementation of NAVSUP's IM and IT activities aligned with its strategic plan and mission.
Commanders, Commanding Officers, Directors NAVSUP Field Activities: The relationship is one of review and authorization of all new system development, application development, acquisition and/or deployment initiatives. Such initiatives must conform to the SOTA and be approved by the ARB prior to forwarding to CIO for final authorization to proceed.
Chief Technology Officer (CTO), Navy Supply Information Systems Activity (NAVSISA): NAVSISA is designated as the central design activity for NAVSUP. The CTO also serves as NAVSISA's Executive Director and as such provides matrix support delineated in a Service Level Agreement. In brief, all elements of NAVSISA under the direction of the CTO will provide technical support to the CIO to enable implementation of information systems and technology in support of NAVSUP's vision. The CTO also serves as a technical advisor to the CIO.
SMART ERP Project Office: The Deputy CIO will serve as the technology process owner for SMART. The CIO will be directly engaged in those issues that are clearly of a technical nature including authorization of critical SMART program decisions affecting system architecture, infrastructure, information security, hosting arrangements, integration with other ERP systems, and the program management of the technical teams. Further, the CIO will be a key voice for the claimancy in cross-pilot ERP governance, with senior Navy and DOD leadership, and will serve as a member of the ERP Executive Advisory Group. The CIO will also maintain insight into the functionality of the system and how it serves as a key piece of the IT/IS infrastructure for the claimancy. The ERP project management team will keep the CIO informed on changes to the system.
Department of the Navy Chief Information Officer (DONCIO): The CIO will be responsive to and follow the technical IT architecture and standards guidance of the DONCIO.
Other Groups: Serves as representative to higher echelon or other external groups, committees and events requiring attendance or participation by a CIO or other flag level IT representatives. Coordinates efforts as required and collaborates to share lessons learned, fosters economies of scale, minimizes redundant and duplicative systems, and generally takes advantage of innovation and technological advances in IM/IT.
