Ellen is Chief of Staff/Vice President Corporate Operations for the Navy Exchange Command. In this role she is responsible for interfacing with various Department of Navy and Department of Defense offices, other Service Exchanges and Navy Morale, Welfare and Recreation. She joined the NEXCOM headquarters staff in 1994.

Ellen has over 31 years experience with Navy Quality of Life programs. She has served as Qualify of Life Program Manager of three major claimant staffs. Her assignments included Bureau of Medicine and Surgery, Washington, DC; Naval Sea Systems Command, Washington, DC; and Commander in Chief, U.S. Atlantic Fleet, Norfolk, Virginia. As Quality of Life Program Manager her areas of responsibility included Morale, Welfare and Recreation, Bachelor Quarters, Navy Exchanges and Fisher Houses.

Prior to her headquarters staff positions, Ellen served seven years working with base level Morale, Welfare and Recreation Programs. Her assignments included Morale, Welfare and Recreation Director, Naval Facility, Lewes, Delaware; Administrative Officer, Fleet Combat Training Center Dam Neck, Virginia; and Business Manager, Norfolk Naval Shipyard Portsmouth, Virginia.

Ellen is a graduate of Salisbury State University with a Bachelor of Science degree in education. She has attended numerous government and Navy training courses, including the Federal Government’s Executive Potential Program.

While at the Bureau of Medicine and Surgery, Ellen received the Department of Navy Superior Civilian Service Medal for her contributions in improving Sailors’ Quality of Life programs.
