RADM Robert E. Cowley III

RADM Robert E. Cowley III 

RADM Robert E. Cowley III retired Oct. 1, 2007, after 35 years of service. He had been serving as Commander, Navy Exchange Service Command,Virginia Beach, Va. 

RADM Cowley is a graduate of the University of Dallas at Irving, Texas. He completed his master’s degree at George Mason University. He is also a graduate of the University of Michigan Executive Program. Moving from enlisted ranks,  RADM Cowley obtained his commission through Aviation Officer Candidate  School. 

Prior to his current assignment, RADM Cowley served as Deputy Assistant Secretary of the Navy for Acquisition Management for the Assistant Secretary of the Navy (Research, Development and Acquisition) and as Competition Advocate  General of the Navy. His broad range of experience in the acquisition field includes  tours as Assistant Commander for Contracts, Naval Air Systems Command;  Special Assistant to the Principal Deputy Assistant Secretary of the Navy (Research,  Development, and Acquisition); Deputy for Program Support in the Office of the  Deputy Assistant Secretary of the Navy (Acquisition and Business Management)  in the Office of the Assistant Secretary of the Navy (Research, Development and Acquisition); Deputy Director for Tactical Aircraft Contracts, Naval Air Systems  Command; Director, Contracts Department, Navy Regional Contracting Center,  Washington, D.C.; Contracting Officer, Navy Regional Contracting Center Branch,  Washington, D.C.; and Contracting Specialist, SSN-688 Class Submarines, Naval  Sea Systems Command. 

His operational tours include Damage Control Assistant, Auxiliaries Officer and Navigator, USS San Diego (AFS 6); Supply Officer, USS Bowen (FF-1079); Assistant Supply Officer, USS Theodore Roosevelt (CVN 71); and Supply Officer, USS Enterprise (CVN 65). 

RADM Cowley’s awards include Distinguished Service Medal (two awards), Legion of Merit, Meritorious Service Medal (five awards), Navy Commendation Medal (three awards), Navy Achievement Medal and various other unit and campaign ribbons. He is a qualified Surface Warfare Officer, Naval Aviation Supply Officer and a member of the Navy Acquisition Professional Community.


Rear Admiral Fenton F. Priest III

RADM Fenton F. Priest III

RADM Fenton F. Priest III retired Sept. 21, 2007, after 33 years of service. A reservist, he had been serving as Deputy Commander, Naval Operational Logistics Support Center. 

A native of Norfolk, Va., RADM Priest graduated with a bachelor’s degree from the McIntire School of Commerce at the University of Virginia in 1974 and was commissioned an ensign through the Naval ROTC program. After completion of the Navy Supply Corps School in Athens, Ga., he was assigned as Assistant Supply, Disbursing, and Ship’s Services Officer aboard USS El Paso (LKA 117). Upon completion of this sea duty, he served as Assistant to the Director of the Naval Audit Service, Southeast Region. 

RADM Priest left active duty in 1979 and enrolled in Darden Graduate School of Business Administration at the University of Virginia, receiving a master’s degree (MBA) in 1981. He was recalled to active duty in 1991 in support of Operations Desert Shield/Desert Storm and served as Officer in Charge of Reserve operations at the Naval Supply Center, Norfolk, Va. 

RADM Priest’s first flag assignment was at the Defense Logistics Agency Headquarters where he was Director, Reserve Readiness (J-91) as well as the Mobilization Assistant to the Director, Logistics Operations (J-3). He later served at Fleet Forces Command as Commander, Logistics Task Force, Atlantic and Deputy Director, Logistics (N41R).  RADM Priest’s previous Reserve assignments have included Assistant Chief of  Staff for Plans and Policy, Logistics Task Force, Atlantic, Norfolk, Va.; Commanding  Officer of Naval Supply Systems Command Headquarters Reserve Unit, Mechanicsburg,  Pa; Commanding Officer of Fleet and Industrial Supply Center (FISC) – Ocean  Terminal Det, Norfolk, Va.; Executive Officer and Commanding Officer of Naval  Supply Center, Norfolk, Headquarters Det 106 Norfolk, and Det 606, Baltimore, Md.,  respectively; Assistant Director of Logistics, Commander Naval Surface Force, U.S.  Atlantic Fleet, Det 606; and Assistant Director of the Emergency Supply Operations  Center, Defense General Supply Center, Richmond, Va. 

RADM Priest’s personal decorations include the Defense Superior Service Medal, Meritorious Service Medal (two awards), Legion of Merit, Navy Commendation Medal (three awards), Navy and Marine Corps Achievement Medal, and various unit and service awards.  In his civilian career, RADM Priest is president of Priest Electronics, Inc. and served on the Executive Board of the Electronic Distributor Buying Association.

CAPT Phillip R. Allison

CAPT Phillip R. Allison, SC, USN, completed 24 years of active service and retired on Oct. 1, 2007, after serving at the U.S. Naval Academy, Annapolis, Md.  He received his bachelor’s degree at the University of Colorado-Boulder and his master’s degree at Michigan State University.  His previous duty stations include Fleet and Industrial Supply Center Sigonella, Italy; Commander-in-Chief, U.S.  Naval Forces Europe, London, England;  Fleet and Industrial Supply Center San Diego, Calif.; Commander, U.S. Naval  Forces, U.S. Pacific Fleet, Coronado, Calif.;  USS Henry B. She received his bachelor’s degree at Norfolk State University and her master’s degree at Old Dominion University. LCDR Thomas W. Green 

LCDR Thomas W. Green, SC, USN, completed 24 years of active service and retired on Sept. 1, 2007, after serving at Division of Naval Reactors, Department of Energy, Washington Navy Yard, Washington, D.C. He received his bachelor’s degree at the University of Colorado at Boulder. His previous duty stations include Naval Nuclear Propulsion Program; Naval Reserve Officer Training Corps Unit, Washington Navy Yard, Washington, D.C.; and USS Bridge (AOE 10). 

LCDR William R. Jordan III 

LCDR William R. Jordan III, SC, USN, completed 24 years of active service and retired on Oct. 1, 2007, after serving at President Inspection and Survey Board, Norfolk, Va. He received his bachelor’s degree at State University of New York at Albany. His previous duty stations include USS Eisenhower (CVN 69); Special Boat Squadron 2, Little Creek, Va.; and USS Nassau (LHA 4). 

LCDR Andy J. Lancaster 

LCDR Andy J. Lancaster, SC, USN, completed 24 years of active service and retired on Sept. 1, 2007, after serving at Defense Supply Center Philadelphia Pacific Region, Pearl Harbor, Hawaii. He received his bachelor’s degree at Southern Nazarene University.  His previous duty stations include  USS Bridge (AOE 10); Fleet Air Reconnaissance  Squadron 3, Tinker AFB,  Okla.; USS Carl Vinson (CVN 70); and Personnel Support Activity Detachment Cecil Field, Jacksonville, Fla. 

LCDR Gary Milton

 LCDR Gary Milton, SC, USN, completed 20 years of active service and retired on Oct. 1, 2007, after serving at 2nd Fleet, Norfolk, Va. He received his bachelor’s degree at Norfolk State University and his master’s degree U.S. Naval Postgraduate School. His previous duty stations include USS Tortuga (LSD 46); Assault Craft Unit 2, Little Creek, Va.; and USS Klakring (FFG 2). 

LCDR Marcus L. Pope 

LCDR Marcus L. Pope, SC, USN completed  26 years of active service and  retired on Oct. 1, 2007, after serving on  board USS Ponce (LPD 15). He received his bachelor’s degree at Saint Leo University.  His previous duty stations include USS Mahan (DDG 72); USS Saipan (LHA 2); Trident Refit Facility, Norfolk, Va.; and USS George Washington (CVN 73). 

LCDR Todd K. Varvel 

LCDR Todd K. Varvel, SC, USN, completed 20 years of active service and retired on Sept. 1, 2007, after serving at Naval Amphibious Group 2, Norfolk, Va.  He received his bachelor’s degree at The University of West Florida. His previous duty stations include Naval Surface Force,  U.S. Atlantic Fleet, Norfolk, Va.; Fleet and  Industrial Supply Center, Jacksonville  Fla.; USS L.Y. Spear (AS 36); USS Saratoga  (CV 60); Naval Air Station, Jacksonville,  Fla.; and USS James Madison (SSBN 627). 

LT Wesley L. Geddings 

LT Wesley L. Geddings, SC, USN, completed 21 years of active service and retired on Oct. 1, 2007, after serving aboard USS McInerney (FFG 8). He received his bachelor’s degree at the University of South Carolina Columbia. His previous duty stations include Navy Supply Corps School, Athens, Ga.; USS Harry S. Truman  (CVN 75); and USS Philippine Sea (CG 58). 

LT Jeffrey M. Corliss 

LT Jeffrey M. Corliss, SC, USN, completed 21 years of active service and retired on Sept. 1, 2007, after serving at Defense Logistics Agency Southern Europe, Naples, Italy. He received his bachelor’s degree at The Citadel and his master’s degree at  Brenau University. His previous duty stations  include Defense Logistics Agency,  Fort Belvoir, Va.; Navy Supply Information  Systems Activity, Mechanicsburg,  Pa.; USS West Virginia (SSBN 736); Naval  Security Group Activity, Sugar Grove,  W.V.; and USS Simon Lake (AS 33).

LT Christopher S. Hilts, SC, USN, completed 22 years of active service and retired on Nov. 1, 2007, after serving at Mobile Diving and Salvage Unit 2, Little Creek, Va. His previous duty stations include USS Dwight D. Eisenhower (CVN 69); Shore Intermediate Maintenance Activity, Norfolk, Va.; and USS George Washington (CVN 73). 

CWO5 William F. Bailey

Bailey, SC, USN, completed 31 years of active service and retired on Oct. 1, 2007, after serving at 20th Seabee Readiness Group, Gulfport, Miss.  His previous duty stations include Naval Construction Training Center, Gulfport, Miss.; Construction Battalion on Unit 420, Mayport, Fla.; U.S. Naval Mobile Construction  Battalion 7, Gulfport, Miss.; and Navy Public Works Center, Norfolk, Va.
