Capt. David D. Carnal assumed command of Naval Supply Systems Command (NAVSUP) Business Systems Center in Mechanicsburg, Pennsylvania, October 2022. A native of Pine Bluff, Arkansas, Carnal received his commissioning as a Navy officer through the U.S. Naval Academy, in Annapolis, Maryland, May 1996.
Carnal received his Bachelor of Science degree in computer science from the U.S. Naval Academy and Master of Science degree from Naval Postgraduate School Operations Research - Logistics Analysis program. Carnal served as the disbursing and sales officer aboard USS Oscar Austin (DDG 79) and supply officer aboard USS Hawes (FFG 53) and USS Wasp (LHD 1).
While aboard Wasp, Carnal led the the ship’s Supply department through sustained combat operations lasting more than 100 consecutive days at sea in support of Operation Odyssey Lightning and embarked 22nd Marine Expeditionary Unit.
In 2009, he served as the analytics cell chief for U.S. Central Command Deployment and Distribution Operations Center (CDDOC) at Camp Arifjan, Kuwait, where he assessed mobility requirements and capacity in support of Operations Iraqi Freedom and Operation Enduring Freedom.
Carnal previously served as deputy assistant commander, Supply Chain Technology and Systems Integration, NAVSUP. Additional shore assignments include logistics operations and plans officer, U.S. Naval Forces Central Command, U.S. Fifth Fleet; combat logistics force program manager, Office of Chief of Naval Operations; supply corps officer community manager, Bureau of Naval Personnel Three, NAVSUP Office of Personnel; surface operations director, NAVSUP Weapon Systems Support.
His joint assignments include transportation policy officer and executive officer, U.S. Transportation Command; joint mobility operations analyst, Military Surface Deployment and Distribution Command Transportation Engineering Agency, U.S. Transportation Command Joint Distribution Process Analysis Center; chief, Analysis Cell, CDDOC. Carnal is a qualified Surface Warfare Supply Corps Officer and Naval Aviation Supply Officer, Joint Qualified Officer, and a member of the Navy Acquisition Professional community.
He has been awarded the Legion of Merit, Defense Meritorious Service Medal (two awards), Meritorious Service Medals (four awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal, and various expeditionary, campaign, and unit awards.
Cmdr. Anton Adam assumed duties as executive officer, Naval Supply Systems Command (NAVSUP) Business Systems Center, in Mechanicsburg, Pennsylvania, August 2023.
A native of Itasca, Illinois, Adam graduated from Northwestern University with a Bachelor of Science degree and received his Master of Business Administration in supply-chain management from University of Wisconsin-Madison. He commissioned as a Navy officer in June 2008 and attended Navy Supply Corps School in Athens, Georgia.
Adam forward deployed as logistics operations officer for Commander, U.S. 7th Fleet (C7F) in Yokosuka, Japan, where he led the Logistics Readiness Cell through Maritime Operations Center certification during Operation Keen Edge 20, and developed Safe Haven Liberty policies to enhance port visits for C7F ships conducting COVID mitigations.
At sea, he served as supply officer aboard the Virginia-class submarine USS North Carolina (SSN-777), and led the department through a post-shakedown availability, homeport change from Groton, Conn. to Pearl Harbor, Hawaii, and maiden deployment supporting C7F operations in the Western Pacific.
As stock control officer aboard the Nimitz-class aircraft carrier USS Carl Vinson (CVN-70), Adam led his division through a compressed workup cycle, planned incremental availability, and board of inspection and survey that culminated in a five-month Western-Pacific deployment in support of U.S. Pacific Fleet operations in the South China Sea and Sea of Japan.
On shore, he served as assistant program manager for Maintenance Figure of Merit at the Department of the Navy Program Executive Office for Manpower, Logistics, and Business Systems in San Diego, and Business Enterprise Management intern and Submarine Integrated Weapon Support Team at NAVSUP Weapon Systems Support in Mechanicsburg.
Adam is a graduate of the Navy Understanding Industry course from the University of Virginia Darden School of Business and holds Defense Acquisition Corps and Defense Acquisition Workforce Improvement Act Level II certification in program management.
He has been awarded the Navy Meritorious Service Medal, Navy/Marine Corps Commendation Medal, Navy/Marine Corps Achievement Medal, and various campaign and unit awards.
Brian A. Zirbel assumed duties as the executive director of Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) in Mechanicsburg, Pa., June 2017. He is a native of Green Bay, Wis. and graduated from University of Wisconsin-Eau Claire in 1983. In 1996, he completed Naval Postgraduate School’s Information Technology Management program.
Cmdr. Richard M. Rodriguez, Jr. assumed duties as Executive Officer, Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) Reserve Unit, in Mechanicsburg, Pennsylvania, February 2022.
A native of San Antonio, Texas, Rodriguez earned a Bachelor of Business Administration in electronic commerce and a Master of Business Administration in finance from Our Lady of the Lake University. He received a direct commission as a Navy Reserve officer in June 2005 after eight years of enlisted service. He attended Navy Supply Corps School in Athens, Georgia.
At sea, he served as Storekeeper 2nd Class aboard USS Inchon (MCS 12) and supported Joint Task Force Shining Hope efforts to provide humanitarian assistance and relief to Kosovo War refugees.
His shore assignments include supply officer, Navy Support Activity Bahrain; company commander, battalion training, and operations officer, Navy Cargo Handling Battalion 13; joint planner, Joint Enabling Capability Command, United States Transportation Command (USTRANSCOM); operations officer, NAVSUP Fleet Logistics Center Sigonella Headquarters Reserve Unit; and Navy Reserve INDO-PACOM Branch chief, Joint Transportation Reserve Unit, USTRANSCOM.
In 2010/2011, Rodriguez served as the Tactical Petroleum Terminal contracting officer representative for Navy Expeditionary Logistics Support Group, Forward Lima rotation, at Contingency Operations Base Adder in Tallil Iraq.
In 2014/2015, the Joint Enabling Capability Command, USTRANSCOM, deployed Rodriguez to establish the Combined Joint Task Force J4 current and future operations directorate for Operation Inherent Resolve at Camp Arifjan, Kuwait.
In 2018/2019, he served as chief of multinational logistics for United States Forces - Afghanistan, supporting Operation Freedom’s Sentinal and NATO Operation Resolute Support.
He holds officer classifications for Fuels Logistics Planning, Fuel Depot Operations, Personnel/Manpower Management, Joint Contingency Operations and is qualified as a Navy Expeditionary Supply Corps Officer.

Cmdr. Chen Chang assumed duties as Officer-In-Charge (OIC), Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) Reserve Unit Detachment Jacksonville, Florida, February 2022.
A native of New Market, Maryland, Chang earned a Bachelor of Arts in economics and a Master in Business Administration in finance and corporate accounting from the University of Rochester, Rochester, New York. He was commissioned as a Naval Officer in May 2006. After eight years of active duty service, Chang transitioned to the Navy Reserve.
He completed the Supply Corps Basic Qualification course and Supply Officer Department Head course in Athens, Georgia, as well as Submarine Officers’ Basic course at Naval Submarine School in Groton, Connecticut. At sea, he served as supply officer aboard the Ohio-class ballistic missile submarine USS Henry M. Jackson (SSBN-730).
His shore assignments include commanding officer, Navy Reserve (NR) Navy AMC Air Terminal Raleigh; Officer-in-Charge (OIC), NR Fleet Logistics Center Puget Sound Detachment Alpha; OIC, NR Fleet Logistics Center Jacksonville Detachment Alpha; readiness officer, Military Sealift Command Expeditionary Port Unit 102, Bronx, New York; squadron supply officer, Submarine Squadron 17 and 19 at Naval Submarine Support Center, Bangor, Washington.
As the submarine squadron supply officer from 2011 to 2014, Chang led and mentored 19 submarine supply departments aboard 10 boats, resulting in 13 above standard supply management inspection scores earned by 14 of 40 submarine crews in the U.S. Pacific Fleet submarine force.
Chang also served on the NAVSUP Logistics Support Representative (LSR) Steering Committee, holds a Master LSR certification, and is a certified LSR trainer.
He has been awarded the Meritorious Service Medal, Navy/Marine Corps Commendation Medal (four awards), Navy/Marine Corps Achievement Medal, and various campaign and unit awards.
