Robert J. Bianchi, Rear Admiral, Supply Corps, U.S. Navy (Ret.) is the Chief Executive Officer for the Navy Exchange Service Command (NEXCOM). In this position, he provides leadership and management oversight for the $3 billion annual worldwide operations of Navy Exchanges, Navy Lodges, Ships Stores, Navy Uniform Program Management Office, Navy Clothing and Textile Research Facility and Personal Telecommunications Services.
Bianchi is NEXCOM’s first civilian Chief Executive Officer. He joins the command after retiring from the U.S. Navy with more than 29 years of service as a Navy Supply Corps Officer. While in the Navy, he served in various senior leadership positions including Assistant Deputy Chief of Staff for Fleet Readiness and Fleet Supply Officer, U.S. Fleet Forces Command; Commander, Navy Exchange Service Command; Deputy Commander for Aviation, Naval Inventory Control Point; Military Advisor to the Deputy Under Secretary of Defense (Logistics & Materiel Readiness); and Supply Officer, USS Harry S. Truman (CVN 75).
A native of Vineland, N.J., Bianchi attended the University of North Carolina at Chapel Hill on a Navy ROTC scholarship, receiving a Bachelor of Arts degree in Mathematics. Upon graduation in 1982, he was commissioned an ensign in the U.S. Navy Supply Corps. He earned a Master’s degree in Business Administration with distinction from Harvard University in 1992 and he completed the Wharton School of Business Executive Development Program in 2003.
Bianchi was awarded the Department of Defense Distinguished Civilian Service Award in November 20I9. His military awards include the Defense Superior Service Medal, the Legion of Merit (three awards), the Meritorious Service Medal (six awards), the Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (two awards), and the Navy and Marine Corps Achievement Medal (two awards).
Captain Craig Abraham, SC, USN, was assigned as the Deputy Commander Military Services, Navy Exchange Service Command (NEXCOM), in Virginia Beach, Va., in June 2019.
Captain Abraham graduated with a bachelor's of science degree in Mathematics and received his commission from the United States Naval Academy in 1994. He received a master's degree in internet technology from the University of Georgia and a Master of Arts degree in national security and strategic studies from the College of Naval Warfare, U.S. Naval War College.
His sea duty assignments include USS Kearsarge (LHD 3), homeported in Norfolk, Va., as the disbursing, sales, materials, wardroom, postal, and hazardous materials officer; USS De Wert (FFG 45), homeported in Mayport, Fla., as the supply officer; and USS George Washington (CVN 73), homeported in Yokosuka, Japan, as the assistant supply officer.
Ashore, his tours include: Naval Academy Preparatory School, Newport, R.I. and Navy Supply Corps School, Athens, Ga., as a mathematics and transportation logistics instructor respectively; Commander, Naval Surface Forces, U.S. Atlantic Fleet, Norfolk, Va., as the services and budget officer; Defense Logistics Agency, Aviation, Richmond, Va., as the Navy Weapon Systems and Operations Sustainment Branch Chief; Naval Supply Systems Command, Mechanicsburg, Pa., as the director of Joint Engagement Department within the Supply Operations and Logistics Policy Directorate and the director of the Commander's Action Group; Defense Logistics Agency as the Deputy Navy National Account Manager; and NAVSUP Fleet Logistics Center, Norfolk, Va., as the Executive Officer.
His personal awards include Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and various campaign and unit awards. He has earned warfare qualifications as a Naval Aviation Supply Officer and Surface Warfare Supply Corps Officer.
Master Chief Anthony J. Corey reported to the Navy Exchange Service Command as its Command Master Chief in August 2023.
Jeff Voltz became the Chief of Staff/Senior Vice President, Corporate Operations for the Navy Exchange Service Command (NEXCOM) in June 2019. In this role, he is responsible for interfacing with various Department of Navy and Department of Defense offices, other military exchanges and Navy Morale, Welfare and Recreation (MWR) and engages in the development, implementation and maintenance of NEXCOM strategies, plans, programs and policies.
Voltz served in the U.S. Navy Civil Engineer Corps for nearly 30 years, retiring as a Captain in 2013. His previous position was Vice President, Facilities, NEXCOM. While serving on active duty he held the positions of Deputy Commander, Facilities, NEXCOM; Assistant Chief of Staff, Installations and Environment, Marine Corps Installations East; Director, Installation and Environment, Marine Corps Base Camp Lejeune, NC; the Navy’s Military Construction Congressional Appropriations Liaison, Office of the Assistant Secretary of the Navy, FM&C, Washington, DC; and Public Works Officer for six Navy Installations within Naval District Washington’s South Area.
Voltz graduated from the University of Delaware in 1983 with a Bachelor of Science in Civil Engineering. He earned a Master of Science in Management degree from the Naval Postgraduate School in 1992 and completed the Duke University, Fuqua School of Business Advanced Management Program in 2006.
Voltz's military awards include the Legion of Merit (three awards), the Meritorious Service Medal (three awards), and the Navy and Marine Corps Commendation Medal (four awards). He is a registered Professional Engineer in the state of Texas.
