Command Managed Equal Opportunity (CMEO) is a management tool for commanders' to ensure equal opportunity and the prevention of unprofessional behavior, as well as provide for an environment that is free from unlawful discrimination, harassment, and sexual harassment. Commanders have the direct responsibility for managing the complaint process; the chain of command is the primary and preferred channel for identifying and correcting discriminatory practices. This includes the processing and resolving of complaints of unlawful discrimination and sexual harassment, and for ensuring that human relations and EO matters are taken seriously and acted upon as necessary. Appointed Command Managed Equal Opportunity (CMEO) Managers assist Commanders in all Equal Opportunity/Sexual Harassment (EO/SH) matters to include:
Equal Opportunity (EO). The right of all persons to participate in, and benefit from, programs and activities for which they are qualified. These programs and activities shall be free from social, personal, or institutional barriers that prevent people from rising to the highest level of responsibility possible. Persons shall be evaluated on individual merit, fitness, and capability, regardless of race, color, sex, national origin, religion or sexual orientation.
