The primary responsibilities of The NAVSUP FLCSI Postal program vision, is to be the business solution integrator of choice for postal technical and proficiency readiness; provide transformation guidance and technological leadership; be in the business of postal and not in the postal business; foster an environment which motivates, recognizes and awards the workforce and creates innovation in the evolving global military postal enterprise; facilitate communication and coordination between the technical and functional leads of the NAVSUP FLCSI Sites throughout Europe, the United States Postal Service and other outside agencies; and providing an enterprise approach to postal policies and procedures.

NAVSUP FLC Sigonella Regional Postal Program Manager

The Regional Postal Program Manager has overall responsibility for postal operations for NAVSUP Fleet Logistics Center Sigonella Sites which includes Camp Lemonnier Djibouti; Souda Bay, Crete; Athens, Greece; Sigonella, Italy; Naples, Italy; Rota, Spain; Madrid, Spain; Valencia, Spain; Lisbon, Portugal; Crombie, Scotland; Redzikowo, Poland; and Deveselu, Romania.​

The Regional Postal Program Manager is responsible for developing postal policies, managerial oversight and control over regional postal operations. The Regional Postal Program Manager must ensure efficient utilization of assets and compliance with Department of Defense (DOD) and Department of Navy (DON) instructions along with all domestic and international U.S. Postal Service policy. Reviews and recommends changes to U.S. Postal levels of service to area installations and serves as advisor on Navy Postal Affairs with NAVSUP FLCSI chain of command.​

Represent the for NAVSUP Fleet Logistics Center Sigonella Head Quarters on all policy matters; provides functional direction to the Postal Officers within NAVSUP FLCSI Region; assures that postal processes and procedures are in use throughout the region. Ensure that knowledge of the latest advances in mail processing equipment, supplies, and services is disseminated to NAVSUP FLCSI Postal Officers and Postal personnel.​

NAVSUP FLCSI Regional Postal Program Manager and Deputy Regional Postal Program Manager is responsible to initiate, review, analyze, revise, and interpret DOD policies and practices to improve NAVSUP FLCSI postal operations. This includes processing of incoming, outgoing, and internal mail and mail center management. Analyzes policies and procedure changes made by the U.S. Postal Service to determine effects on the official mail program and prepares changes as necessary. Provides technical advice and leadership in formulating policies, plans, and programs for the improvement of official mail service throughout the region.​

Mail Receptable Boxes

  • Mail receptacle boxes are located at the NAS 1 and NAS 2 Post office. Personnel assigned to deployable units and shore installations assigned to NAS 1 and NAS 2 having authorized Status of Forces Agreement (SOFA) sponsored family members have priority in receptacle assignment. ​
  • Authorized Postal Patrons must provide a copy of PCS movement orders. Authorized civilian or General Schedule (GS) employee in addition to orders shall provide a copy of the Logistical Support Letter. Contractors shall provide documentation in their contracts stating postal support is authorized or Logistical Support Letter. ​
  • Mail receptacle box assignments will be issued on a first come basis. In the event existing boxes are in use, a waiting list will be established. Provisions will be established for temporary general delivery of mail for customers placed on the waiting list. Assignment will be made as boxes become available. ​
  • Personnel assigned a mail receptacle box will not allow personnel other than command sponsored family members to use the mail receptacle box. This restriction includes visiting friends and family members. Violation of this restriction could result in box closure and termination of military postal service privileges.​
  • In the event the mail receptacle box is unused for more than 30 days or abandoned, the box will be closed. ​
  • A mail receptacle box may be issued in advance under the Sponsorship Program. The designated sponsor shall provide a copy of projected gain to the servicing Post Office/Mail Room no earlier than 30 days prior to the member’s due to report no later than date. ​
  • Personnel with a mail receptacle box who will be absent for 30 days or more (TAD, medical, vacation, etc.) are required to complete DD Form 2258 and submit to Post Office. ​
  • Retirees: Under the Local SOFA agreement, retirees are authorized postal privileges for articles weighing up to 16 ounces and will be provided a mail receptacle on a space available basis.​

A major cause of delay in delivery of personnel mail is improper addresses. To avoid delay all personnel should provide correspondents their complete mailing address. The following is an example of a proper address for all command and personal mail.

  • Location of the Post Office: The Redzikowo Post Office is located in Building 3230, onboard Aegis Ashore Redzikowo, Poland.​​

Mail Receptable Boxes

  • Mail receptacle boxes are located at the Redzikowo Post office. Personnel assigned to deployable units and shore installations assigned to NSA Naples having authorized Status of Forces Agreement (SOFA) sponsored family members have priority in receptacle assignment.
  • Authorized Postal Patrons must provide a copy of PCS movement orders. Authorized civilian or General Schedule (GS) employee in addition to orders shall provide a copy of the Logistical Support Letter. Contractors shall provide documentation in their contracts stating postal support is authorized or Logistical Support Letter. ​
  • Mail receptacle box assignments will be issued on a first come basis. In the event existing boxes are in use, a waiting list will be established. Provisions will be established for temporary general delivery of mail for customers placed on the waiting list. Assignment will be made as boxes become available. ​
  • Personnel assigned a mail receptacle box will not allow personnel other than command sponsored family members to use the mail receptacle box. This restriction includes visiting friends and family members. Violation of this restriction could result in box closure and termination of military postal service privileges.​
  • In the event the mail receptacle box is unused for more than 30 days or abandoned, the box will be closed. ​
  • A mail receptacle box may be issued in advance under the Sponsorship Program. The designated sponsor shall provide a copy of projected gain to the servicing Post Office/Mail Room no earlier than 30 days prior to the member’s due to report no later than date. ​
  • Personnel with a mail receptacle box who will be absent for 30 days or more (TAD, medical, vacation, etc.) are required to complete DD Form 2258 and submit to Post Office. ​
  • Retirees: Under the Local SOFA agreement, retirees are authorized postal privileges for articles weighing up to 16 ounces and will be provided a mail receptacle on a space available basis.

A major cause of delay in delivery of personnel mail is improper addresses. To avoid delay all personnel should provide correspondents their complete mailing address. The following is an example of a proper address for all command and personal mail.

Local Customs Procedures and Requirements

Customs Global Trade Compliance procedures and requirements. Customs Declarations Mail containing any type of merchandise mailed at Military Post Officers (MPOs) from outside the Customs Territory of the U.S. (CTI.JS) and addressed for delivery in either (1) the U.S. or its territories or a geographical location in a foreign country, must be accompanied by a customs declaration. The class of mail does not determine the customs form used. However, as a general guide, PS Form 2976 can be used on items addressed to the U.S. Consult with your local postal clerk for the required custom's documentation to utilize on mail (other than correspondence), addressed to APO/FPO and international destinations or on mailings valued over $400, or if the customer does not desire to list contents on the outside of the mail container. Customs declarations must be carefully completed to show a complete and detailed list of all contents such as brand names, model numbers, etc.

  • Sending Overseas. Click-N-Ship® service allows you to create Priority Mail International® and Priority Mail Express International® postage and address labels. When you send an international package through military and diplomatic mail, follow the destination country's restriction policies and include customs forms when necessary. Click-N-Ship will guide you through the customs forms process.​
  • Sending to the U.S. Department of Defense employees sending packages to the U.S. from APO/FPO locations using Click-N-Ship may also use USPS Ground Advantage® service. When shipping to the U.S., follow U.S. domestic restriction policies.

 

Tips for Sending Mail

  • Properly Prepare Your Shipment​
    • Whether shipping to domestic or overseas military and diplomatic Post Offices, make sure you follow the guidelines for preparing your box or envelope correctly so it arrives on time. Learn about size and weight requirements, calculating postage, and dropping off your shipment.​
  • Tuck an Address Inside the Box​
    • It's a good idea to include a second piece of paper with the address inside the box, just in case something happens to damage the label on the outside. Be sure to include both the destination address and your return address on the spare copy.​
  • Keep Temperature in Mind​
    • Remember that outdoor conditions can affect the contents of your package. Desert temperatures typically exceed 100 degrees, which can damage delicate goods like electronics.​​

Shipping Restrictions, Prohibitions, & HAZMAT

Mailer Guidelines

  • If you're not allowed to ship an item in the U.S., you're not allowed to ship it to any other country.​
  • Other items are specifically prohibited from being mailed to any other country.​
  • Finally, each country has its own rules on what it will and won't allow: Find your destination country in the Individual Country Listings.​
  • Shipments to U.S. military bases and embassies (APO/FPO/DPO) in foreign countries are treated like domestic mail, but they are still subject to those countries' laws.​
  • All USPS customers are responsible for:​
  • Complying with Postal Service™ regulations and U.S. related laws and regulations.​
  • Complying with the laws of your destination country.​
    • Review the Individual Country Listings to discover if the destination country permits your item.​
    • Know that a country’s size and weight standards may differ from USPS standards.​
  • Packing your package securely and marking it as required. You can take your package to a Post Office™ location to make sure it is labeled correctly.​
  • Accurately filling out customs forms (including more-detailed package descriptions required by countries that follow European Union (EU) customs rules).​

 

Shipping Hazardous Materials (HAZMAT) & Dangerous Goods (DG) Internationally

  • Hazardous materials (also known as dangerous goods) are substances that could injure people or cause damage if not handled properly, like chemicals or flammable items.​
  •  HAZMAT also includes lithium batteries (like the ones in cell phones and electronics); they contain a lot of energy and can be a fire risk.​
  • Some HAZMAT is prohibited—you can't send it through USPS and must use another carrier.​
  • Other HAZMAT is restricted—you can mail it if you follow all the rules.​
  • Some HAZMAT can only be sent in ground transportation—it can't go on airplanes.​
  • If you are mailing packages that contain hazardous materials (HAZMAT), you must separate HAZMAT packages from all other packages and present them in a container marked "HAZMAT."​
If you knowingly mail materials that are dangerous or injurious to life, health, or property, for each violation, you face a civil penalty of at least $250 (but not more than $100,000), the costs of any cleanup, and damages. You may also face criminal penalties.

Lithium Batteries

  • Only lithium cells and batteries that are properly installed in the equipment they are intended to operate may be mailed internationally or to APO/FPO/DPO locations if the destination country and APO/FPO/DPO permit their receipt.​
  • Prohibited Lithium Battery Shipments​

  • Lithium batteries sent separately from equipment​
  • Damaged or recalled batteries​

E-Cigarettes

  • Effective immediately , the United States Postal Service (USPS) will begin prohibiting the mailing of electronic nicotine delivery systems (ENDS), including their liquids, parts, components, and accessories.​
  • ENDS products include devices that deliver any substance, not just nicotine, via an aerosolized solution to users inhaling from the device (e.g., electronic cigarettes, hookahs, or vape pens). The new rule also revises provisions and processes relating to the mailability of cigarettes and smokeless tobacco.

Q: I have an ENDS product currently being delivered through USPS. Will it securely arrive to its destination?​
A: ENDS items mailed prior to October 21, 2021 maybe delivered to its destination if they are not first identified by the air carrier. If identified, ENDS items will be declared undeliverable, unreturnable and will be discarded by postal authorities at USPS, the air carrier or the country.​
