NEXCOM is a Department of the Navy organization with an established Navy chain of command that oversees and provides direction throughout the NEXCOM Enterprise. With the exception of the Navy Clothing & Textile Research Facility and Ship’s Store Program, the NEXCOM Enterprise conducts its operations as a federal non-appropriated fund instrumentality.

Navy Exchange (NEX) military retail stores and myNavyExchange.com provide quality goods and services to authorized patrons, who include active duty military, veterans, retirees, reservists, families and DoD employees. NEX locations may offer a variety services as well such as gas stations, car washes, mini marts, Micro Markets, food outlets, haircut shops and much more. The NEX offers tax-free shopping every day.
Ship’s stores are retail outlets aboard U. S. Navy ships that sell a variety of items including health and personal care products, snacks, beverages and a limited selection of uniform items. The Ship’s Store Program also oversees shipboard vending, barbershops, laundry and two Micro Market@Sea stores. Ship’s store profits are distributed to the Navy’s MWR Central Fund to support crew quality of life and the ships’ MWR program. Active duty Navy Supply Corps Officers and enlisted personnel, known as Retail Services Specialists, manage and operate all shipboard retail aboard U.S. Navy ships.

The Uniform Program Management Office is responsible for the execution of the Navy Uniform Program including uniform policy recommendations, product improvement, design change, uniform development and fleet introduction. Its top priorities include availability, continuously improving fit, comfort, safety and durability with the goal of providing 100% customer satisfaction on all uniform items. The Uniform Program Management Office acts as the coordinator of all stakeholders in uniform policy, and has oversight responsibility of all uniform items sold in NEX uniform shops worldwide and online at myNavyExchange.com.

The Telecommunications Program Office is the Navy’s program manager for unofficial personal telecommunications. The program provides a variety of telecommunications services, including Wi-Fi, VoIP and cellular on Navy installations worldwide; at NEX locations; Navy lodging facilities; Morale, Welfare and Recreation; unaccompanied and family housing; hospitals and schools. The Telecommunications Program Office also provides mobile services in most NEX stores through NEX Connect, providing high quality cell phone products and services.

The Navy Clothing and Textile Research Facility (NCTRF), located in Natick, Massachusetts, serves as a vital U.S. Navy asset supporting DON’s broader strategic objectives by enhancing operational readiness, mission effectiveness and personnel safety. NCTRF and its multidisciplinary team of scientists, engineers and textile experts serve as a hub for research, development, testing and evaluation of innovative textile materials and clothing solutions for any U.S. Navy mission or operational environment. NCTRF collaborates with various military branches, government agencies, industry partners and academic institutions to leverage cutting-edge technologies and methodologies to advance its efforts. The team’s focus areas include the evaluation of fabrics and clothing systems for key attributes pertaining to fire and heat resistance, water immersion and buoyancy, durability and heat and cold stress. In addition, holding ‘Technical Warrants’ for both U.S. Navy uniforms and general purpose organizational clothing, NCTRF manages their respective quality assurance and certification process.
