Small Business Innovative Research

The Small Business Innovation Research (SBIR) program is a highly competitive program that encourages domestic small businesses to engage in Federal Research/Research and Development (R/R&D) that has the potential for commercialization. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and provides the incentive to profit from its commercialization. By including qualified small businesses in the nation’s R&D arena, high-tech innovation is stimulated and the United States gains entrepreneurial spirit as it meets its specific research and development needs. The SBIR/STTR programs are structured in the following three phases.​Phase I projects demonstrate the feasibility of technologies.Phase II projects develop prototype processes or products for proof-of-concept demonstration.

  • Phase III is the commercial application of the technology. (Not a set-aside)

Policy and Guidance

Federal Acquisition Regulation (FAR)
Provides policies and procedures that government acquisition officials and contractors must follow in the procurement process for goods and services.

Defense Federal Acquisition Regulation Supplement (DFARS)
A supplement to the FAR that provides DoD-specific acquisition regulations that DoD government acquisition officials – and those contractors doing business with DoD – must follow in the procurement process for goods and services.

Navy Marine Corps Acquisition Regulation Supplement (NMCARS)
Implements and supplements the Defense Federal Acquisition Regulation Supplement, and contains mandatory policies and procedures including delegations of authority and assignment of responsibilities.

Code of Federal Regulations
The codification of the general and permanent rules published in the Federal Register by the departments and agencies of the Federal Government.


AbilityOne Program

The AbilityOne's mission is to provide employment opportunities for people who are blind or have significant disabilities in the manufacture and delivery of products and services to the Federal Government. Please see more about AbilityOne’s mission and partnerships below.
