Captain Josh R. Hill

Commanding Officer, NAVSUP Fleet Logistics Center San Diego

A native of Camarillo, California, Captain Hill is a 2001 graduate of the United States Naval Academy with a Bachelor of Science degree in General Science. He holds a Master of Business Administration in Acquisition and Contract Management from the Naval Post Graduate School in Monterey, CA.

Captain Hill’s operational assignments include Supply Officer USS THEODORE ROOSEVELT (CVN 71), Principal Assistant - Logistics USS THEODORE ROOSEVELT (CVN 71), Supply Officer USS VANDEGRIFT (FFG 48), and Disbursing/Sales and Food Service Officer USS DULUTH (LPD 6).

Mr. Robert D. Heck

Executive Director, NAVSUP Fleet Logistics Center San Diego

Robert “Bert” Heck reported to NAVSUP FLC San Diego on February 11, 2024 where he serves as the senior civilian leader and business advisor to the command. Prior to his current assignment, Mr. Heck was assigned to the Military Sealift Command in Norfolk Virginia as the Operations and Maintenance Contract Division Director where he led contracting support for a $1B+ portfolio for MSC’s Government Owned and Contractor Operated vessels. Prior to MSC, Mr. Heck worked at NAVSUP FLC Yokosuka Japan where he served alternately as both the Deputy Department Head and Acting Department Head and Chief of the Contracting Office where his large contracting officer team, dispersed in various strategic locations throughout the Pacific Fleet area of operations, was responsible for field level contracting support to the fleet to include contracting for ship repair, aviation depot maintenance and port services.

Mr. Heck also previously served as the Acquisition Management Division Director, and the Regional Procurement Officer for the Northwest/Arctic Region of the U.S. General Services Administration Public Building Service located in Auburn Washington. The Region develops and delivers PBS programs, projects and services to GSA customers located in Alaska, Idaho, Oregon, and Washington.

Prior to his Civil Service career, Mr. Heck served a long career in the US Navy and retired as a Captain in March 2017. His 35-year Naval career featured many logistics, supply, and acquisition roles culminating in his final assignment as the Lead Contracting Executive for the NAVSUP Global Logistics Support where he had contracting oversight of the Navy’s 8 world-wide field contracting offices responsible for approximately 60,000 annual contracting actions valued at $3.5B. Mr. Heck’s various other assignments in the Navy over the years include operational assignments on the USS BUNKER HILL (CG-52), USS AMERICA (CV-66), USS FREDERICK (LST-1184), and Electronic Attack Squadron 209 (VAQ-209), as well as overseas assignments in Japan and in the Philippines.

Mr. Heck has DAWIA certifications in Contracting, Program Management and Life Cycle Logistics. He has a BS in Finance from Old Dominion University, an MBA from the College of William and Mary, and attended the Executive Program in Strategy and Organization at the Stanford University Graduate School of Business.

A native of Santa Maria, California, CDR Matthew “Matt” L. Miller enlisted in the Navy in May 1996. In May 2003, after eight years of enlisted service as an Aviation Electrician Mate (AE1), he received a Bachelor of Science degree from Columbia College of Missouri, graduating with honors (Magna Cum Laude), and received his commission in June 2004 through Officer Candidate School, Pensacola, Florida. He holds a Master of Science degree in Operations Research from Naval Postgraduate School and is a graduate of the Institue for Defense & Business (IDB) “Advanced Program in Logistics and Technology” and “Aviation Industrial Readiness Program”, both held at the University of North Carolina at Chapel Hill Kenan-Flagler Business School.

His operational assignments include Supply Officer (Chop) onboard USS WEST VIRGINIA (SSBN 736) (Blue), completing four strategic deterrent patrols as well as two Supply Management Inspections (SMI); N4 of NAVAL SPECIAL WARFARE UNIT TWO in Stuttgart, Germany; Principal Assistant for Logistics (PAL) onboard USS CARL VINSON (CVN 70), completing a DPIA, INSURV, SMI, and WESTPAC deployment; Supply Officer USS MAKIN ISLAND (LHD 8) “The Mighty Ocho”, completing a DSRA, INSURV, SMC, WESTPAC deployment and earning the Logistics Readiness Excellence Award and Blue E.

His shore assignments include Supply Corps Basic Qualification Course in Athens, Georgia; Operational Logistician (POL) Internship at Fleet and Industrial Supply Center (FISC) Jacksonville, Florida; a one year GSA in Iraq during Operation Iraqi Freedom (OIF)/Operation New Dawn (OND) as the Operations Officer for Defense Logistics Agency Support Team Iraq on the US Forces Iraq J4 staff; Naval Postgraduate School (NPS), Monterey, California; COMMANDER NAVAL AIR FORCES PACIFIC (CNAP) as the Afloat Readiness Policy, Training and Inspections (N4121) as well as JSF CVN Integration Officer; FLEET READINESS CENTER SOUTHWEST (FRCSW) as the first full tour Supply Officer of an FRC; NAVSUP FLEET LOGISTICS CENTER SAN DIEGO, as Director, Supply Management Department (Code 400).

CDR Miller’s awards include the Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Navy Commendation Medal (four awards), Navy Achievement Medal (four awards), and various other unit and service awards. He is qualified as a Submarine Supply Officer, Naval Expeditionary Supply Corps Officer, Naval Aviation Supply Officer, Surface Warfare Supply Corps Officer, certified Acquisition Life Cycle Logistics Level II, and is a member of the Navy Acquisition Professional Community.

Command Master Chief Holmes, a proud native of Oxford, Mississippi, graduated from Oxford High School in May 2001 and enlisted in the United States Navy that August. After completing basic training at Recruit Training Command in Great Lakes, Illinois, she reported to Seamen Apprenticeship Training in Chicago, Illinois as an undesignated Seaman.

After completing her Seamen Apprenticeship Training, she reported to her first duty station aboard USS HUE CITY (CG-66) in Mayport, Florida, in the Operations Department in November 2001. Shortly afterward, she qualified as a Storekeeper and was promoted to Petty Officer Third Class.

In March 2004, Master Chief Holmes reported to PATROL SQUADRON FIVE (VP-5) as the Government Purchase Card Holder. While aboard, she was promoted to Petty Officer Second Class and earned her Aviation Warfare Specialist qualification.

In March 2008, she reported to Aviation Support Detachment Jacksonville, FL, and served as the Leading Petty Officer, advancing to Petty Officer First Class during this tour.

Master Chief Holmes reported to USS CURTIS WILBUR (DDG-54), a Forward Deployed Ballistic Missile Destroyer in Yokosuka, Japan, in November 2012. She served as the Supply Department Leading Chief Petty Officer. During her tour, she was promoted to Chief Petty Officer and earned her Enlisted Surface Warfare Specialist designation.

In November 2015, she joined NAVSUP Fleet Logistics Center, where she was promoted to Senior Chief Petty Officer in June 2016. She served as the Logistics Support Team Readiness Leading Chief Petty Officer for five Littoral Combat Ships. In October of the same year, Master Chief Holmes reported to Afloat Training Group San Diego, serving as the Leading Chief Petty Officer for the Readiness Division.

Master Chief Holmes reported to USS Theodore Roosevelt in November 2019, serving as the Readiness and Supply Department Leading Chief Petty Officer. She was promoted to Master Chief Petty Officer in September 2020 and was selected for the Command Master Chief Program in Spring 2023. She reported to Strike Fighter Squadron (VFA) 81 in the summer of 2023 for her first tour as a Command Master Chief.

Command Master Chief Holmes graduated from the Senior Enlisted Academy, Class Gold 206, June 2017. Her personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (Four), Navy and Marine Corps Achievement Medal (Seven), Military Outstanding Volunteer Service Medal, and various unit and campaign awards.
