Rear Admiral Michael York is a native of Hawaii and graduated from the U.S. Naval Academy in 1996 earning a Bachelor of Science in Ocean Engineering. York also attended the Naval Postgraduate School in Monterey, CA, from June 2006 to July 2008, earning a master’s in Operations Research. He is a graduate from the Darden School of Business, University of Virginia, and Wharton School of Business, University of Pennsylvania Executive Education Programs.
His operational experience includes supply officer, USS Thach (FFG 43) and, following a crew swap, supply officer, USS Gary (FFG 51), with both ships forward deployed in Yokosuka, Japan. He was also aviation support officer and assistant supply officer, USS Harry S. Truman (CVN 75), based in Norfolk, Virginia. He later completed an individual augmentee assignment serving as future operations planner on the headquarters staff of U.S. Central Command, Baghdad, Iraq. His last operational assignment was supply officer, USS Harry S. Truman (CVN 75).

He is a qualified Naval Aviation Supply Corps Officer and Surface Warfare Supply Corps Officer. He is also a member of the Navy Acquisition Professional Community and designated as a Joint Qualified Officer. He is a recipient of the Navy League’s Vice Admiral Robert F. Batchelder Award and was honored to be recognized along with his teammates as the Admiral Stan Arthur Logistics Team of the Year for 2004 while assigned to USS Harry S. Truman (CVN 75).
His personal awards include the Legion of Merit, Defense Meritorious Service Medal (two awards), Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal, Outstanding Volunteer Service Medal and various unit awards, campaign medals and ribbons.
Mr. John “Jack” Courtney serves as the Deputy Commander for Aviation at Naval Supply Systems Command (NAVSUP) Weapon Systems Support. He leads over 400 logistics and supply professionals and provides direct oversight for an annual budget exceeding $5 billion, which generates over $6 billion in annual sales. He is directly responsible for ensuring the material readiness and sustainment of all naval aviation weapons platforms across the Department of the Navy.
Mr. Courtney was appointed to the Senior Executive Service in June 2026 with over 28 years of dedicated civilian service. His tenure at NAVSUP has been defined by his leadership of complex, large-scale aviation logistics programs and his proven ability to drive enterprise-wide improvements. He is a recognized expert in developing and executing innovative supply chain strategies that enhance warfighter readiness.
As the Director of the F-35 Integrated Weapon Support Division, Mr. Courtney’s leadership was pivotal in shaping the sustainment strategy for the DoD’s largest acquisition program and in securing the Navy’s designation as the Lead Service for product support of F-35B/C peculiar equipment. He successfully built coalitions across international partners, U.S. military services, the Joint Program Office, and prime contractors to establish a viable global supply chain.
Prior to his current role, his experience included serving as the Deputy Director for Aviation Operations, where he directed three departments including oversight of 14 Integrated Weapon Support Teams and managed a budget of over $4.4 billion while achieving a 90% Supply Material Availability rate. He spearheaded the NSS-Supply O-level Demand Management initiative, a major strategic effort that resulted in over $26 million in cost avoidance.
Mr. Courtney earned a Bachelor of Arts in International Politics from Pennsylvania State University, graduating Magna Cum Laude and as a member of the Phi Beta Kappa honor society. His exceptional performance has been recognized with the Admiral Stan Arthur Award for Senior Civilian Professional of the Year (2023) and the Defense Meritorious Civilian Service Award (2007). He is also a graduate of the Federal Executive Institute’s Leadership for a Democratic Society program.
Captain Lieng is a 2004 graduate from the United States Naval Academy, where he received a Bachelor of Science degree in Business. He holds a Master of Business Administration from the University of North Carolina Kenan-Flagler School of Business with concentrations in Operations and Sustainable Enterprise, as well as a Master of Arts degree in Administrative Leadership from the University of Oklahoma.
His sea duty assignments include Supply Officer, USS ABRAHAM LINCOLN (CVN 72), S-8 Materials Officer and S-1 Stock Control Officer, USS RONALD REAGAN (CVN 76), San Diego, California, S-1 Stock Control Officer, S-3 Sales Officer, and S-4 Disbursing Officer USS BLUE RIDGE (LCC 19), Yokosuka, Japan.
Captain Lieng is currently the NAVSUP Weapon Systems Support Chief of Staff - Aviation. Previous shore duty assignments include NAVSUP Weapon Systems N981 Director, Department Head for the Afloat Policy, Training, and Inspections of the N41 Directorate at Naval Air Force, Pacific, Division Chief for the Operations and Planning of the J4 Directorate at Special Operations Command, IWST Director for the P-3/P-8 programs as well as the F/A-18 Avionics Branch Head at Naval Supply Weapons Systems Support Command in Philadelphia, PA to being J-4 Logistics Officer for Kenya at Combined Joint Task Force (CJTF) in Djibouti, Africa, Flag Lieutenant to the Commander, Naval Supply Systems Command in Mechanicsburg, Pennsylvania, Information Technology Intern and contracting branch head for Code 91 at NAVSUP Business Systems Center in Mechanicsburg, Pennsylvania, and his pipeline training at Navy Supply Corps School, Athens, Georgia
Captain Lieng is a qualified Naval Aviation Supply Officer and Surface Warfare Officer. He holds a Defense Acquisition Level II certification in Information Technology, Level III certification in Acquisition, and an Acquisition Corps Member. Captain Edward D. Pidgeon is a native of Jermyn, Pennsylvania and was commissioned in the Navy Supply Corps following graduation from the United States Naval Academy in May 1996 with a Bachelor of Science degree in Political Science. He also holds a Master of Science degree in Operations Research from the Naval Postgraduate School and attended the Executive Education Program at the Tuck School of Business at Dartmouth.
Pidgeon’s sea tours include serving as assistant chief of staff for Logistics, Ordnance and Sustainment (N4), U.S. 7th Fleet; supply officer, USS John C. Stennis (CVN 74) and USS Hayler (DD 997); and assistant supply officer, USS Mobile Bay (CG 53) and USS Bataan (LHD 5).
His shore assignments include serving as commanding officer, Defense Contract Management Agency (DCMA) Europe and Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka; executive officer, Navy Supply Corps School; program objective memorandum development officer, programming division (N80) Office of Chief of Naval Operations; executive assistant to the Commander, NAVSUP, and Chief of Supply Corps; logistics operations officer and executive assistant to the Director of Logistics and Engineering (J4), United States Northern Command, Colorado Springs, Colorado; and Defense Navy acquisition and contracting officer, Defense Supply Center, Richmond, Virginia.
His personal decorations include the Defense Superior Service Medal, Legion of Merit (two awards); Defense Meritorious Service Medal; Meritorious Service Medal (four awards); Joint Service Commendation Medal; Navy and Marine Corps Commendation Medal (four awards); Navy and Marine Corps Achievement Medal; and various other unit and personal commendations. Master Chief Trouth is a native of Manchester, Jamaica and a 1998 graduate of Evander Childs High School Bronx, NY. He enlisted in the U.S. Navy in August 1998 and completed basic training in Great Lakes, IL. He graduated in October 1998 from Airman Apprentice Training Great Lakes, IL. His sea duty assignments include Fighter Squadron Two One One VF-211), Virginia Beach VA, USS ANZIO (CG-68) Norfolk VA, Costal Riverine Group Two Detachment Bahrain, USS PATRIOT (MCM-7), Sasebo Japan and USS CURTIS WILBUR (DDG-54), Yokosuka Japan. His shore duty assignments include NAS Oceana Security Virginia Beach VA, NAS Sigonella Security, Sicily Italy, Naval Station Everett Security, Everett WA, Navy Region Europe, Africa, Southwest Asia, Naples, Italy and Navy Medicine Readiness and Training Command Pensacola FL.
Master Chief Trouth was selected into the Command Program in February 2018 and selected as Command Master Chief in September 2020. A graduate of the Senior Enlisted Academy class 212 (Purple), and the Command Master Chief/ Chief of the Boat Course class 18120. Master Chief Trouth holds a bachelor's degree in Criminal Justice from St Leo University and graduate degree from Liberty University in Crisis and Trauma Counseling.
He reported to Patrol and Reconnaissance Wing FIVE SEVEN in Manama, Bahrain where he served as the Command Master Chief from June 2024 until December 2025. He reported as the 4th Command Master Chief of Naval Supply Systems Command, Weapon Systems Support (NAVSUP WSS) in Philadelphia, PA in January 2026.
