Robert J. Bianchi, Rear Admiral, Supply Corps, U.S. Navy (Ret.) is the Chief Executive Officer for the Navy Exchange Service Command (NEXCOM), a $2.5 billion organization that oversees worldwide operations of Navy Exchange retail stores, Ship’s Store Program, Navy Uniform Program Management Office, Navy Clothing and Textile Research Facility, Telecommunications Program Office and the NEXCOM Hospitality Group, which supports PCS, TDY and leisure travel. In addition, he also currently serves as Special Assistant to the Assistant Secretary of Defense (Manpower & Reserve Affairs) for Military Resale Transformation.
Bianchi joined NEXCOM in January 2012 as its first civilian Chief Executive Officer after retiring from the U.S. Navy with more than 29 years of service. While in the Navy, he served in various senior leadership positions including Assistant Deputy Chief of Staff for Fleet Readiness and Fleet Supply Officer, U.S. Fleet Forces Command; Commander, NEXCOM; Deputy Commander for Aviation, Naval Inventory Control Point; Military Advisor to the Deputy Under Secretary of Defense (Logistics & Materiel Readiness); and Supply Officer, USS Harry S. Truman (CVN 75).
From November 2017 to September 2020, while still retaining his position as NEXCOM CEO, Bianchi concurrently served as the Defense Commissary Agency (DeCA) Interim Director/Special Assistant for Commissary Operations to the Assistant Secretary of Defense (Manpower & Reserve Affairs). In this role, he exercised oversight authority and responsibility for the day-to-day management and control of 15,000 people employed at DeCA headquarters and at 239 commissaries in 13 countries, and managed an annual budget of $7 billion with annual sales of nearly $5 billion.
A native of Vineland, N.J., Bianchi attended the University of North Carolina at Chapel Hill on a Navy ROTC scholarship, receiving a Bachelor of Arts degree in Mathematics. Upon graduation in 1982, he was commissioned as an Ensign in the U.S. Navy Supply Corps. He earned a Master’s degree in Business Administration with distinction from Harvard University in 1992, and completed the Wharton School of Business Executive Development Program in 2003.
Bianchi was awarded the DoD Distinguished Civilian Service Award in November 2019 and the American Logistics Association Distinguished Service Award in October 2021. His military awards include the Defense Superior Service Medal, the Legion of Merit (three awards), the Meritorious Service Medal (six awards), the Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (two awards), and the Navy and Marine Corps Achievement Medal (two awards).
Capt. Kevin Borkert, SC, USN, was assigned as the Deputy Commander Military Services, Navy Exchange Service Command (NEXCOM), in Virginia Beach, Virginia, in May 2024.
Capt. Borkert graduated with a Bachelor of Science degree in 1994, enlisted in the Navy as a Hospital Corpsman in 1996 and received his commission from the Officer Candidate School in 1999. He received a master’s degree in Healthcare Business Administration in 2008.
His sea duty assignments include USS CLEVELAND (LPD 7), homeported in San Diego, California, as the disbursing, materials, food service, postal and hazardous materials officer; USS JUNEAU (LPD 10), homeported in Sasebo, Japan, as the supply officer; and USS ENTERPRISE (CVN 65), homeported in Norfolk, Virginia, as the assistant supply officer.
His ashore tours included Naval Expeditionary Medical Support Command, Williamsburg, Virginia, as Operations Action Officer; Naval Air Station Keflavik, Iceland, as the Aviation Support Detachment Officer In Charge; Forward Operating Location, Comalapa, El Salvador, as the Executive Officer; NAVSUP WSS Philadelphia, Pennsylvania, as the F18 Engines Branch and Aircraft Launch and Recovery Branch Leads; CJ4, Camp Eggers, Afghanistan, as the Executive Officer and Logistics Officer; Navy Warfare Development Command, Norfolk, Virginia, as the Logistics Action Officer; Fleet Logistics Center Norfolk, Virginia, as the Supply Officer for Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia; and the Marine Corps Air Station Miramar, California, as the Air Station Logistics Director.
His personal awards include Defense Meritorious Service Medal, Meritorious Service Medal (3), Navy and Marine Corps Commendation Medal (4), Navy and Marine Corps Achievement Medal (3) and various campaign and unit awards. He has earned warfare qualifications as a Naval Aviation Supply Officer and Surface Warfare Supply Corps Officer.
Jeff Voltz became the Chief of Staff/Senior Vice President, Corporate Operations for the Navy Exchange Service Command (NEXCOM) in June 2019. In this role, he is responsible for interfacing with various Department of Navy and Department of Defense offices, other military exchanges and Navy Morale, Welfare and Recreation (MWR) and engages in the development, implementation and maintenance of NEXCOM strategies, plans, programs and policies.
Voltz served in the U.S. Navy Civil Engineer Corps for nearly 30 years, retiring as a Captain in 2013. His previous position was Vice President, Facilities, NEXCOM. While serving on active duty he held the positions of Deputy Commander, Facilities, NEXCOM; Assistant Chief of Staff, Installations and Environment, Marine Corps Installations East; Director, Installation and Environment, Marine Corps Base Camp Lejeune, NC; the Navy’s Military Construction Congressional Appropriations Liaison, Office of the Assistant Secretary of the Navy, FM&C, Washington, DC; and Public Works Officer for six Navy Installations within Naval District Washington’s South Area.
Voltz graduated from the University of Delaware in 1983 with a Bachelor of Science in Civil Engineering. He earned a Master of Science in Management degree from the Naval Postgraduate School in 1992 and completed the Duke University, Fuqua School of Business Advanced Management Program in 2006.
Voltz's military awards include the Legion of Merit (three awards), the Meritorious Service Medal (three awards), and the Navy and Marine Corps Commendation Medal (four awards). He is a registered Professional Engineer in the state of Texas.
Master Chief Stephen J. Bronder reported to the Navy Exchange Service Command as its Command Master Chief in May 2026.
Master Chief Bronder is a native of Long Beach, California, and a 1995 graduate of Notre Dame High School. He enlisted in the United States Navy in May 1996, attended Recruit Training Command, Great Lakes, Illinois, and served as a Fire Controlman prior to his selection to the Command Master Chief program.
His sea assignments include USS FIFE (DD 991) from 1998 to 2000; USS ELLIOT (DD 967) from 2000 to 2003; USS FITZGERALD (DDG 62) beginning in August 2005; and USS GEORGE WASHINGTON (CVN 73) in January 2012. While assigned to USS FITZGERALD, he served as the Departmental Leading Chief Petty Officer and played a key role in the Ballistic Missile Defense mission, supporting numerous multinational exercises and real-world AEGIS Long Range Search and Track operations.
His shore assignments include Navy Recruiting District San Francisco, California, where he served as a production recruiter in Santa Cruz, California; Recruit Training Command Great Lakes, Illinois, where he trained four divisions and served as Recruit Services and Operations Leading Chief Petty Officer; Fleet Activities Sasebo, Japan; Training Support Center Hampton Roads, Virginia Beach, Virginia; and Command Master Chief, Information Warfare Training Group Norfolk, Virginia.
In 2013, he reported to USS TORTUGA (LSD 46) as Command Master Chief. Following the hull swap with USS ASHLAND (LSD 48), he remained forward deployed in Japan before transferring to Fleet Activities Sasebo, Japan, for shore duty. In 2021, he reported to Naval Beach Group TWO, where he served as the ISIC Command Master Chief for Amphibious Connectors.
Master Chief Bronder’s personal decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, as well as various unit and service awards.
