NEXCOM is a Department of the Navy organization with an established Navy chain of command that oversees and provides direction throughout the NEXCOM Enterprise. With the exception of the Navy Clothing & Textile Research Facility and Ship’s Store Program, the NEXCOM Enterprise conducts its operations as a federal non-appropriated fund instrumentality.

Navy Exchange (NEX) military retail stores and myNavyExchange.com provide quality goods and services at a savings. The NEX is an important quality of life benefit to active duty, retirees, veterans, DoD civilians, national guard, reservists and family members around the world. NEX locations also provide necessary services to the Navy community including haircare shops, gas stations, mini marts, food outlets, Micro Markets and more. Plus, customers pay no sales tax at any NEX location around the world.
In addition, 100% of its earnings go back to support Navy quality of life programs. Since 1946, a total of over $3.8 billion has been given to Navy MWR!
Ship’s stores are retail outlets aboard U. S. Navy ships, which sell a variety of items including health and personal care products, snacks, beverages and a limited selection of uniform items. NEXCOM’ Ship’s Store Program provides policy, technical guidance and administrative assistance to the ship’s stores. The program also oversees shipboard vending, coffee bar operations, barbershops, laundry and Micro Market@Sea prototype stores. Ship’s store profits are distributed to the Navy’s MWR Central Fund to support crew quality of life and the ships’ MWR programs. Active-duty Navy Supply Corps Officers and enlisted personnel, known as Retail Services Specialists, manage and operate all shipboard retail and service outlets aboard U.S. Navy ships.
The Ship’s Store Program also provides policy, technical guidance and administrative assistance to three Ship’s Store Ashore stores, which are located in remote areas.

The Uniform Program Management Office is responsible for the execution of the Navy Uniform Program including uniform policy recommendations, product improvement, design change, uniform development and fleet introduction. Its top priorities include availability, continuously improving fit, comfort, safety and durability with the goal of providing 100% customer satisfaction on all uniform items. The Uniform Program Management Office acts as the coordinator of all stakeholders in uniform policy, and has oversight responsibility of all uniform items sold in NEX uniform shops worldwide and online at myNavyExchange.com.

The Telecommunications Program Office (TPO) serves as the Navy’s program manager for unofficial personal telecommunications. The program delivers a wide range of telecommunications services, including Wi-Fi, iPTV, and VoIP, across Navy installations worldwide, including NEX locations, Navy lodging facilities, Morale, Welfare and Recreation facilities, unaccompanied and family housing, hospitals, and schools. In addition, the TPO supports mobile sales services in many NEX stores through NEXConnect, offering high-quality cellular products and services.

The Navy Clothing and Textile Research Facility (NCTRF), located in Natick, Massachusetts, serves as a vital U.S. Navy asset supporting DON’s broader strategic objectives by enhancing operational readiness, mission effectiveness and personnel safety. NCTRF and its multidisciplinary team of scientists, engineers and textile experts serve as a hub for research, development, testing and evaluation of innovative textile materials and clothing solutions for any U.S. Navy mission or operational environment. NCTRF collaborates with various military branches, government agencies, industry partners and academic institutions to leverage cutting-edge technologies and methodologies to advance its efforts. The team’s focus areas include the evaluation of fabrics and clothing systems for key attributes pertaining to fire and heat resistance, water immersion and buoyancy, durability and heat and cold stress.
